Anatomy of a RACES Event:   Flight 93 Memorial

The description that follows is an attempt to summarize my participation in the Flight 93 Memorial RACES support on September 11, 2002. I would note that these are my own recollections and commentary, and do not reflect either the official record or the observations of others who participated.
Initial involvement in Flight 93 came through an email from KB3GUN, member and webmaster of the Somerset County Amateur Radio Club, K3SMT.org. Directed by the Somerset County R.A.C.E.S. and A.R.E.S. Bill was eliciting assistance from amateurs outside Somerset County, as amateurs there were being advised of a level of public participation (estimates of 30- to 50-thousand) that threatened to tax severely or overwhelm their response capabilities.
Following an exchange of emails with ARRL Section Manager, N3MSE, I volunteered to KB3GUN. The result of that exchange was attendance at the final briefing held in Somerset on September 3.
Two members of the Laurel Highlands VHF Society, Inc. participated: Mark Rush (W3ISI) and Larry O'Toole (K3LBP)...ah, me! A number of other amateurs from outside Somerset County also participated; however, in-as-much-as I do not have a complete list, I will not attempt to include those individuals in this summary. Overall, more than 30 amateurs participated.
Several email briefings advised of the nature of amateur participation in this event:
  • Somerset County RACES would conduct the amateur-related communications in support of the EMA/911 center in Somerset
  • All amateur participants would operate under the auspices of Somerset RACES
  • All amateur participants would be required to obtain a RACES photo-id badge
  • All operation would be conducted as a directed net on frequencies assigned by RACES
  • Station id would include both tactical and individual call signs
  • Unless otherwise advised, all traffic would be informal
Check-in time for F93M, as this event became known, was scheduled for 0430 - 0500 the morning of September 11, with personal attendance and sign-in at a scheduled location prior to moving to assigned locations.
W3ISI and I met on 146.67 at approx. 0335 hrs. We converged on PA Rte 31 in Laurelville, arriving there at approx. 0350 hrs. Conversation continued on .67 until approx. 0414 hrs when We switched to .52 Simplex. We arrived at the check-in location at 0430 hrs.
Our assignment: The parking area at the rear of Georgian Place in Somerset. We were joined by Jim Burcaw (N3FWT) of Berlin. In accordance with directions of RACES Officer Jim Crowley (NJ3T), we selected a site leader, whose responsibility would include check-in to the EMA/911 EOC net on 146.625. All communication at Georgian Place would occur on 147.525 Simplex. Since Jim was a Somerset County resident, we suggested that he assume the site leader position; however, he declined. W3ISI also declined, so I was site leader by default.
The summary that follows is drawn from an informal (and very incomplete) log of events that I attempted to maintain throughout this net. Note: All times are approximate, and are local EDT.
0530 N3FWT, W3ISI, K3LBP arrive at Georgian Place. We see two state police (PSP) cruisers, however, they do not remain on-site long enough for us to introduce ourselves.
We observed several cars already in the lots, and talked briefly with several individuals to ascertain whether they were the Supervisor. None were. They were there to visit the Memorial Site in Shanksville.
Several buses also are present on our arrival; they move on to the lower lot as we arrive.
We do not find our Site Information Supervisor in evidence at the time of arrival.
0552 W3ISI cruised the site and we check our ability to communicate on .525 S with handhelds. No problems are encountered.
K3LBP advised EOC that we are on-site, but that we have not located our Site Information Supervisor. EOC requests that we notify them as soon as we do establish contact with him.
0545 W3ISI meets Site Information Supervisor, and advises his location. K3LBP proceeds to location and meets him as well. This was a very brief meeting, perhaps lasting 8 seconds!! To be fair, the Supervisor was engaged in deploying his parking attendants, and trying to direct traffic simultaneously.
Amateur deployment on-site was as follows:
  • K3LBP ….top level of site, immediately behind mall Visitors Center
  • W3ISI …..north side of lower lot to be used for parking/bus pickup
  • N3FWT …south side of lower lot

0555 K3LBP notifies EOC that we are fully operational, and have met with Supervisor.
0600 Visitors continue to arrive, parking in the lower lot. PSP officers and National Park workers direct the loading of buses. Buses move of toward Shanksville as they are loaded.
0620 W3ISI advises that Supervisor does not need a shadow and that ISI will be moving to the top of lot entrance to aid traffic handler there.
0630 By this time, we approx. 8 or 10 buses have loaded and departed.
0750 EOC checks all sites for approx. remaining parking availability. I poll ISI and FWT. Their assessment is that our site has 50% availability. Advise EOC.
0815 PSP shuts down Georgian Place. Shortly afterward, PSP, our Site Information Supervisor, and parking people depart site. Several out-of- state vehicles arrive later, but are advised that they cannot proceed to the Memorial.
0925 N3FWT advises that the Visitors Center has television coverage of the over-all 911 Memorial Service. Using his HT as communications, we move to the Center. We are made very welcome by the office manager and her staff. They also invite us to participate in their site observance, to be held at mid-mall at 1000 hrs. We accept this invitation.
1005 EOC runs through the hourly net status check. Able to check-in using FWT's HT. Following this memorial, we return to the Visitors Center and watch television coverage.
1030 As Memorial Service concludes at Shanksville, USAF F-16s fly over in Missing-Man Formation, which we observe overhead a few minutes later.
1045 EOC advises that the service has concluded and that they are preparing to move participants at the Memorial to re-board buses. Somewhat later, following several inquiries by other site communicators, EOC notes that the advisory was in regard to buses carrying Flight 93 Families, not general visitors.
1155 1255 Between these hours, the Georgian Place lot accepts 18 buses.
1218 W3ISI relays a bus driver's query: Should I return to the Memorial Site, or am I to make only 1 trip? In response to this query, EOC advises that drivers were to have been instructed on this schedule. EOC asks for Site Information Supervisor's input. W3ISI is not in a position to ask the Supervisor, so FWT does. [I believe that the Supervisor states that the driver should return to his garage. FWT advises ISI, who advised driver.]
1233 A lone F-16 makes 2 circles over the area.
1300 EOC runs thru site status. Most sites are down to 1 or 2 remaining vehicles. One site has 2, a CAP vehicle and a vehicle with Florida registration. After several exchanges, the site communicator advises EOC of the vehicle license numbers and descriptions.
Following these status checks, EOC advises that site communicators may secure when all vehicles are departed, or when PSP departs.
1309 K3LBP calls EOC to report that 5 vehicles remain, but that PSP, National Park people, and the Site Information Officer are departing. EOC advises that we may secure the Georgian Place site, and thanks us for our participation.
I advise W3ISI and N3FWT of our secured status. Jim (N3FWT) signs and departs. I return to the Visitors Center to thank them for their hospitality and for inviting us to participate in their memorial service.
1315 ISI and I close down .525 Simplex. I advise Mark that I will meet him at his location momentarily. As I drive thru the lot, I note that the 5 vehicles left are from PA, NJ, PA, and OH. I record the license numbers and descriptions of each vehicle. Mark and I decide that we'd feel better if we advised EOC of this info.
1320 K3LBP relays above information to EOC. EOC confirms this traffic and we secure.
In summary, while I can't say that I enjoyed working this event-its nature makes enjoyment inappropriate-participation was rewarding. Amateurs were called to serve the public in an important local and national observance. That we accomplished our objective: Serving the public need is satisfying. Thank you, Somerset EMA/911 and Somerset County RACES!
